Fire NOC for a data centre: E-II rules, server rooms, batteries, DG sets and state policies

Updated By Flamekite Editorial DeskFacts checked against official sources on

Quick answer

A data centre is Group E business; NBCS 2026 names it E-II and asks sprinklers, a wet riser, hydrant and detection at any size. Your state sets the NOC line.

Where a state's fire rules name data centres at all (Sikkim, Meghalaya), they file them under business, so a data centre crosses the same line as any business building: over 15 m in Delhi, a floor over 500 m² in Haryana, 21 m in Karnataka, any size in Uttar Pradesh. State data centre policies relax height, FAR and parking but keep fire: Uttar Pradesh allows stacked DG sets only with a fire NOC, and Haryana promises the Fire Fighting Scheme within 10 working days.

How to get a fire NOC for a data centre: 10 steps

  1. Fix the class and the state line

Treat the building as Group E business: E-3 in NBC 2016, E-II in NBCS 2026. Then read your state's business line in the table above; a server room inside an office follows the office building.

  2. Run the fire risk assessment at concept

Annex F wants one at planning and again during operation, covering ignition sources, fire load, electrical risks and HVAC.

  3. Plan the envelope and compartments

Type 1 construction only, at most 2 basements, 2-hour rooms for server, UPS, battery and network equipment, and 2,000 m² sprinklered compartments.

  4. Place the batteries and the DG sets

No battery, UPS or fuel rooms in basements; batteries behind 120 minute construction; DG sets at ground or first basement, or stacked beside the building as Annex F allows.

  5. Choose detection and suppression room by room

Use Table 9: aspirating smoke detection and clean agent or pre-action sprinklers for data halls; pre-action or water spray, never clean agent or mist, for lithium-ion battery rooms.

  6. Size the water and pumps by calculation

Every data centre row in Table 7E needs a wet riser, yard hydrant and sprinklers; a cluster of up to 3 buildings may share pumps with an added diesel pump and double storage.

  7. Apply for the fire scheme with the building plan

Haryana's policy promises the Fire Fighting Scheme within 10 working days through HEPB; elsewhere apply on the state fire portal with the drawings the documents page lists.

  8. Take the petroleum and electrical permissions

Diesel above the licence-free limits needs a licence from the District Authority or PESO; battery systems answer to the Electrical Inspector, and from 1 April 2027 to the CEA BESS chapter.

  9. Test, then apply for the certificate before go-live

Install, test and commission the systems; the fire officer inspects before the certificate or Occupation Certificate is issued.

  10. Diary renewals, filings and audits

Uttar Pradesh renews every 3 years, Odisha every 2, Maharashtra files Form B each January and July, and BESS above 650 V needs a third-party fire audit within 3 months of 1 April 2027.

Lithium-ion batteries in a data centre: 6 rules, rack to BESS

Lithium-ion appears at 4 scales in a data centre: in the rack, in a battery room, across a floor, and as grid-connected storage. Each has its own rule.

  1. In the rack, up to 20 kWh

NBCS 2026 Note 12: racks with lithium-ion BBUs of no more than 20 kWh get wet or dry sprinklers, pre-action or water mist third-party tested for lithium-ion BBUs. Note 10 keeps clean agent for data halls whose racks have no BBU. NBCS 2026 Table 7E

  2. In the rack, over 20 kWh

Note 12 again: above 20 kWh a rack, water mist is not to be installed. NBCS 2026 Table 7E

  3. In a battery room

Table 9 marks clean agent and water mist not suitable for a lithium-ion battery room, and pre-action sprinklers and water spray suitable; Note 15 asks wet or single-interlock pre-action sprinklers only, treating the whole room as the area of operation. NBCS 2026 Table 9

  4. Behind the walls

Annex F wants batteries segregated by 120 minute construction and ventilated as the maker instructs; clause 4.2.19.1 keeps battery and UPS rooms out of basements. NBCS 2026 Annex F

  5. Across a floor, over 600 kWh

Note 14: a building with lithium-ion energy storage above 600 kWh on any floor complies with protection level CL-6. NBCS 2026 Table 7E

  6. As grid-connected storage above 650 V

From 1 April 2027 the CEA's Chapter XA asks smoke, gas, heat and flame detection, automatic suppression in every battery container, 1.8 m fencing and a third-party fire safety audit reported to the Electrical Inspector. CEA

No fire clause; it lists fire detection and control among a data centre's physical infrastructure, refunds 50% of building fees up to Rs 2 lakh, and treats data centres as essential services. Odisha DC Policy 2022

Uttar Pradesh's rule on stacked DG sets at data centres

Both of Uttar Pradesh's data centre policies tie stacked generators to the fire service. Para 8.3(vii) of the 2026 policy reads:

Word for word

Installation of DG sets including multi-level DG stacking shall be allowed subject to NOC from Fire Safety Department.

Uttar Pradesh Data Centre Policy 2026, para 8.3(vii), notified by G.O. No. 536/78-2-2026/E-105226 of 9 July 2026 UP DC Policy 2026

The 2021 policy carried the same words at para 8.3(ix). Tamil Nadu's 2021 policy allows DG stacking structures up to G+5 "subject to necessary clearances and orders of the Government" without naming the fire service. NBCS 2026 Annex F suggests up to 5 stacked generators beside the building with the maker's advice, while its clause 3.5.5.4 keeps DG sets inside a building to the ground floor or first basement.

DG sets and diesel tanks at a data centre: 5 dos and 4 don'ts

From NBCS 2026 clause 3.5.5.4 and Annex F, Uttar Pradesh's policy and PESO's Petroleum Rules SOP. Each line names its source.

Do

  • Enclose an indoor DG room in 120 minute walls and doors, and plan its ventilation and exhaust (3.5.5.4). NBCS 2026 Tables 2, 4, 6
  • Put a separate oil tank in a dyked enclosure holding at least 10 percent more than the tank, with 300 mm of sand (3.5.5.4). NBCS 2026 Tables 2, 4, 6
  • Give the generator room its own suppression and fire-rated doors (Annex F, F-5.1). NBCS 2026 Annex F
  • In Uttar Pradesh, take the Fire Safety Department's NOC before stacking DG sets. UP DC Policy 2026
  • Keep Class B diesel non-bulk within 2,500 litres in receptacles of 1,000 litres or less to need no licence; up to 25,000 litres take Form XIII from the District Authority. PESO SOP

Don’t

  • Don't install DG sets above the ground floor or below the first basement inside the building (3.5.5.4). NBCS 2026 Tables 2, 4, 6
  • Don't put fuel oil storage, UPS rooms or battery rooms in a basement (4.2.19.1). NBCS 2026 Tables 2, 4, 6
  • Don't count a tank over 1,000 litres as non-bulk: PESO treats it as bulk storage. PESO SOP
  • Don't assume diesel's class: PESO lists diesel (HSD) as needing a licence but classes petroleum by flash point, so check the fuel's certificate. PESO

Data centre fire NOC worked cases: 8 facilities

Each case applies the instruments to a described facility. They are Flamekite's worked examples, not decisions of any fire service.

  1. Case 1

A 12 MW colocation building in Greater Noida

    6 floors, 30 m, lithium-ion UPS rooms.

What applies A UP fire certificate for 3 years at any size, a data centre unit under the 2026 policy (over 2 MW, under 40 MW), a fire NOC before any stacked DG sets, and OSH rule 12 bringing in NBCS Part F at 20 m. UP DC Policy 2026

  2. Case 2

A 20 MW campus in Gurugram, 2,500 m² a floor

    4 floors on a 4 acre plot.

What applies A floor over 500 m², so a special building: the Fire Fighting Scheme is promised within 10 working days and the Occupation Certificate within 15 under the 2022 policy. Haryana DC Policy 2022

  3. Case 3

A 24 m data centre in Bengaluru, 20,000 m² built up

    Non-residential high-rise.

What applies 21 m or more, so a section 13(3) NOC: 20,000 x Rs 60 = Rs 12,00,000, above the Rs 5,00,000 floor. Seva Sindhu

  4. Case 4

    A 14 m edge site in Hyderabad

    Ground plus 2, 600 m² a floor, 1 MW.

What applies Below Telangana's 15 m business line, so no NOC under the 2016 circular; Table 7E would still ask a wet riser, hydrant and sprinklers. TSDRFS circular 2016

  5. Case 5

A 6,000 m² data centre in Bhubaneswar

    3 floors, 15 m.

What applies Over 12 m: a Fire Safety Recommendation and a certificate at Rs 2 per m², Rs 12,000 each, renewed every 2 years. OFES FSR service

  6. Case 6

    A 30 m data centre in Chennai

Built under the 2021 policy, DG structure of ground plus 3.

What applies Above 18.3 m, the Director's NOC with no fee; the policy allowed DG stacking to G+5 subject to clearances. TN DC Policy 2021

  7. Case 7

A 40 m² server room on an office floor in Kolkata

    Inside a 20 m office building.

What applies No separate NOC; the building's certificate covers it. NBCS asks a 2-hour enclosure, and Table 9 points to aspirating detection with clean agent or pre-action sprinklers. NBCS 2026 Table 9

  8. Case 8

A floor with 800 kWh of lithium-ion storage

A battery hall serving the UPS.

What applies Over 600 kWh a floor: the building complies with CL-6 (Note 14); the battery room takes pre-action sprinklers only, with no clean agent or water mist. NBCS 2026 Table 7E

Where data centres fail on fire safety, and the fix: 8 cases

Faults the codes and policies anticipate in data centres, each with the clause that answers it.

  • If Battery or UPS rooms placed in a basement

NBCS 4.2.19.1 lists battery rooms, UPS rooms and fuel oil storage among uses a basement should not hold; move them above ground. NBCS 2026 Tables 2, 4, 6

  • If Clean agent chosen for a lithium-ion battery room

Table 9 marks clean agent not suitable there; use pre-action sprinklers or water spray, as Note 15 asks. NBCS 2026 Table 9

  • If Chilled water or drain pipes run over the data hall

Annex F F-2.2 keeps every water source and pipeline out of and above the data centre, UPS and communications rooms. NBCS 2026 Annex F

  • If Cable trays punched through compartment walls and left open

Seal openings for trays and ducts to the compartment's fire rating (F-2.3). NBCS 2026 Annex F

  • If Access-controlled doors that stay locked on a power cut

Doors must unlock on loss of power and when the alarm or sprinklers operate, with a PUSH TO EXIT release independent of the access electronics. NBCS 2026 Tables 2, 4, 6

  • If Generators stacked without the fire service's say

Uttar Pradesh's policy makes stacking subject to a Fire Safety Department NOC; plan it into the fire scheme. UP DC Policy 2026

  • If Diesel kept in a 2,000 litre tank as if it were drums

Over 1,000 litres a receptacle is bulk storage; the licence-free Class B limit covers non-bulk only. PESO SOP

  • If A data hall turned into offices or a call centre

Table 2 plans a data hall at 50 m² a person against 7.1 m² for business; Annex F asks authorities to consider such a change of occupancy, so get the class and exits reviewed. NBCS 2026 Tables 2, 4, 6

The Delhi data centre fire of 5 June 2026: what was reported

From news reports, not yet an official source.

News reports only: Flamekite found no official probe report or fire service order on 25 October 2026, and the cause was still under investigation in the reports. The rules in force are in the sections above.

  • A fire on 5 June at a New Delhi data centre run by STT Global Data Centres India was reported; Delhi Fire Services officials indicated lithium battery units may have been involved. The operator said the damage was largely confined to a single data hall. Business Todaynews report

  • The site was reported as Next-Gen Tower, Greater Kailash-1; Tata Communications told the stock exchanges that a majority of affected customers' data had been recovered. W.Medianews report

What Flamekite could not confirm about data centre fire NOCs

These 9 points are where a reader would expect an answer and no official source gave one on 25 October 2026.

  • Maharashtra's IT and ITES Policy 2023 and its green data centre park resolutions: the state's industries site refused connections, so their building and fire clauses are not on this page.
  • West Bengal's Data Centre Policy 2021: the official links returned errors.
  • Telangana's 2016 data centre policy and Karnataka's 2022 policy: no official copy was found; a 2024 Karnataka draft bye-law change for data centres was seen only in a secondary report and its final form was not found.
  • Whether a rack BBU under 20 kWh rules out clean agent: Table 7E's Notes 10 and 12 read differently, and BIS has issued no clarification Flamekite found.
  • Whether a data centre's UPS battery bank counts as a battery energy storage system connected to the electricity system under the CEA's 2026 amendment.
  • Which petroleum class diesel (HSD) falls in: PESO's documents list diesel as needing a licence but do not name its class.
  • The texts of IS 15493 and the other gaseous suppression standards: BIS sells them, and Flamekite has not read them.
  • Any national MeitY guideline with fire rules for data centres: none in force was found.
  • Whether any state fire service has adopted NBCS 2026 Annex F for data centre NOCs: none was found.

Questions about fire NOCs for data centres

Is a fire NOC required for a data centre?

Yes, once the building crosses your state's business building line: over 15 m or 5 storeys in Delhi, a floor over 500 m² in Haryana, 21 m in Karnataka, any size in Uttar Pradesh. Sikkim and Meghalaya name data centres, but under business.

Which NBC occupancy is a data centre?

Group E business. NBC 2016 put electronic data processing centres in E-3 with IT parks and call centres; NBCS 2026 gives data centres their own subdivision, E-II, a machine environment, with Annex F.

Which fire suppression does a server room need?

NBCS 2026 Table 9 marks clean agent gas, water mist and pre-action sprinklers suitable for server rooms and data halls, with aspirating smoke detection. Annex F prefers clean agents such as heptafluoropropane or fluorinated ketone in data halls.

Can clean agent be used in a lithium-ion battery room?

No, by NBCS 2026 Table 9: clean agent and water mist are marked not suitable for a lithium-ion battery room. Note 15 asks wet or single-interlock pre-action sprinklers, treating the whole room as the area of operation.

Do data centre policies relax fire rules?

No. Uttar Pradesh, Tamil Nadu, Haryana and Odisha relax FAR, height, parking or approval times, but UP makes stacked DG sets subject to a fire NOC and Tamil Nadu keeps windows and height within fire safety regulations.

How much diesel can a data centre store without a PESO licence?

Class B petroleum up to 2,500 litres non-bulk, in receptacles of at most 1,000 litres, and Class C up to 45,000 litres, per PESO's Petroleum Rules SOP. Above that, a licence from the District Authority or PESO.

Do the CEA battery rules apply to data centres?

The CEA's battery storage chapter applies from 1 April 2027 to stationary storage connected to the electricity system, in detail above 650 V. It does not say whether a data centre UPS battery bank is such a system.

How long can the exit route be in a data centre?

60 m in a sprinklered data centre building under NBCS 2026 Table 4; the table gives no unsprinklered figure, because Table 6 expects data centres to be sprinklered, with compartments up to 2,000 m².
