Fire NOC for a godown: hazard class, market godowns, licences and hazardous stock
Updated By Flamekite Editorial DeskFacts checked against official sources on
Quick answer
A godown needs a fire NOC above 250 m² in Delhi and Gujarat and at any size in Goa and UP. Its goods set its hazard class; Mumbai licenses it under Schedule M. NBCS 2026 Annex B puts a godown of non-combustible goods in G1, a general godown in G2 and one of combustible or flammable goods in G3.
A small market godown often meets the fire rules through another licence first: Mumbai's section 394 licence, Delhi's General Trade/Storage Licence under section 417, or West Bengal's yearly fire licence. Fuel, chemicals and fireworks bring PESO in: a fireworks store house of up to 5,000 kg needs the Controller of Explosives.

Getting a godown's fire NOC and licence in 7 steps
List the goods and their quantities
Annex B classes a godown by what it holds: non-combustible goods G1, general goods G2, combustible or flammable goods G3. Note every drum, cylinder and kilogram of fireworks.
Check the quantity laws first
Class B petroleum above 2,500 litres, gas for own use above 25 cylinders, and fireworks for sale at any quantity need a licence under the PESO laws; a fireworks store house of up to 5,000 kg goes to the Controller of Explosives.
Measure the godown and the building around it
Delhi counts 250 m² over all floors and 100 m² for hazardous premises; Lakshadweep 500 m²; Goa and Uttar Pradesh have no area line for storage.
Separate the godown from homes and offices
NBCS 2026 does not permit storage beside residential, educational, institutional, assembly or business use, and asks 120 minutes' separation from a shop.
Apply for the municipal licence with the fire file
In Mumbai apply 3 months ahead, since the Licence Department consults the fire brigade; in Delhi keep the MCD's section 417 licence current, since a lapsed one led to a sealing notice in an NGT case; in Assam the trade licence follows the Fire Safety Certificate.
File the fire NOC or fire licence
Upload the site plan, list of goods, ownership papers and fire installation details on the state portal. The full checklists are on the documents page.
Renew on the godown's own cycle
West Bengal's fire licence and Mizoram's godown licence run 1 year; Odisha's certificate 2 years; a Mumbai licence can be renewed for 2 years at a stretch if not hazardous.
Godown words in fire and licence law: G1 to G3, katra, licensed premises
The word on the file decides who licenses a godown and what it must fit. These 9 come from NBCS 2026, Mumbai's Schedule M and the state laws.
- Godown, low hazard (G1)
- A godown or warehouse storing non-combustible goods only, in NBCS 2026 Annex B. BIS, SP 7:2026

Godown hazard class by what it stores: NBCS 2026 Annex B
Annex B was read off the page images, pages 124 to 127. It sorts 12 storage uses into 3 classes; what the godown holds today decides the class, not what it held at approval.
| Annex B class | What it means for the godown | |
|---|---|---|
| Godowns and warehouses storing non-combustible goods only BIS, SP 7:2026 | G1 low hazard | The lowest class; any combustible stock moves it up |
| Godowns and warehouses not in the low or high lists BIS, SP 7:2026 | G2 moderate hazard | The default for general goods, and the column cold storage premises sit in |
| Chemical store, non-water-reactive BIS, SP 7:2026 | G2 moderate hazard | A water-reactive store is a class higher |
| Open storage of flammable liquids in drums or cans BIS, SP 7:2026 | G2 moderate hazard | Above the Petroleum Act's free limits a PESO licence applies as well |
| Sulphur storage BIS, SP 7:2026 | G2 moderate hazard | Listed on page 127 with rice mills and rubber goods |
| Godowns and warehouses storing combustible or flammable goods BIS, SP 7:2026 | G3 high hazard, sub-category A | Plastics, paper, cloth, wood and similar stock |
| Paint and varnish storage BIS, SP 7:2026 | G3 high hazard, sub-category A | Listed beside paint booths and spray painting |
| Chemical store, water-reactive BIS, SP 7:2026 | G3 high hazard, sub-category A | Water-based fire fighting may be unsuitable |
| Grass, hay, fodder and bhoosa pressing BIS, SP 7:2026 | G3 high hazard, sub-category A | Straw has a fire load of 0.75 kg of wood equivalent per kg (Annex A) |
| Saw mills; jute mills and jute presses BIS, SP 7:2026 | G3 high hazard, sub-category A | The class timber and jute traders' yards are read against under Note 1 |
| Oil storage above ground; LPG bullets BIS, SP 7:2026 | G3 high hazard, sub-category B | The top class; also Group J under 3.1.10 |
| A use Annex B does not list BIS, SP 7:2026 | The class it most resembles | Note 2 sends chemical hazard to state or central rules |
Annex B is a fire-hazard list only; the annex says chemical hazard and pollution are classed under other rules. NBCS 2026 is voluntary unless a state adopts it; the fire systems each class needs are set out on the warehouses page.
The market godown: from the shop's loft to the katra, 6 rules that apply
Most old-market godowns sit above, behind or below a shop in a mixed building. These 6 rules decide how the fire law reaches them.
1. Storage next to homes and offices
NBCS 2026's mixed-occupancy table marks storage beside residential, educational, institutional, assembly or business use as not permitted, and asks 120 minutes' fire separation from a shop. BIS, SP 7:2026
2. The loft is not the licence
In Mumbai a licence covers only the rooms, sheds or godowns it names; a loft or mezzanine used for stock is unlicensed premises. MCGM Schedule M
3. The market as a whole
West Bengal treats markets and katras as high-risk occupancies, so the market building needs a Fire Safety Certificate apart from each trader's fire licence. West Bengal Fire and Emergency Services
4. Wholesale markets and timber marts
Jammu and Kashmir's 2021 bye-laws put wholesale markets and timber marts in use class C4, which needs a fire NOC under clause 2.18(2). J&K H&UDD
5. Hazardous stock in a small room
Delhi's Rule 27 catches hazardous premises above 100 m², well below the 250 m² line for ordinary storage. DFS
6. Flammable scrap and chemical corners
NBCS 2026 compartments ignitable chemical stores and flammable scrap areas whatever their size, unless they are 30 m from occupied buildings. BIS, SP 7:2026
Godown licence fees: Mumbai Schedule M and other official schedules
Mumbai's rows were read off the page images of the Licence Department's schedule. They are yearly licence fees, separate from the fire brigade's compliance fee.

FCI grain godowns: extinguishers and buckets by tonnage
The Food Corporation of India scales first-aid fire equipment by the godown's capacity in metric tonnes, and sends the type and placement to the local fire officer. These are the 7 tiers in its depot SOPs; the minor equipment runs from soda acid, foam and CO2 extinguishers to sand buckets, fire hooks and fire beaters.

Chemical, fuel and firecracker godowns: the quantity that brings in PESO or MSIHC
In a hazardous-goods godown, the quantity stored decides which national licence applies on top of the fire NOC. For fireworks held in bulk, the Explosives Rules cap a store house at 5,000 kg; a shop's limits are on the shops page.
Word for word
"store house" means independent building other than a magazine meant to possess fireworks not exceeding 5000 kilogrammes or safety fuse not exceeding 50000 meters, not for sale but for transfer to own licensed shop
PESO's licensing guideline prints the LE-3 scope as "exceeding 5000 kg"; the Rules say "not exceeding", unchanged by the amendments of 2019 to 2026, and the Rules prevail. The Chief Controller or a Controller of Explosives grants that licence, after construction approval under rule 101 with plans showing safety distances and a licence under rule 105; a shop selling up to 100 kg goes to the District Magistrate in Form LE-5 instead. The Rules, G.S.R. 907(E) of 29 December 2008 as amended on 9 January 2019, prevail over the guideline. Chemicals stored away from a process plant are isolated storage under the MSIHC Rules, 1989: a site holding the Schedule 2 column 3 quantity, such as 10 t of chlorine, 50 t of flammable gases, 350 t of ammonium nitrate or 5,000 t of extremely flammable liquids, is a major accident hazard installation with an on-site emergency plan, and one occupier's stores less than 500 m apart are added together. West Bengal licenses LPG storage at Rs 10,000 a year up to 10,000 kg, and Mumbai's Schedule M licenses compressed and liquefied gases from Rs 315 up to 250 kg. Petrol and diesel free limits are on the warehouses page.
Timber, scrap, hay and jute godowns: 4 dos and 4 don'ts
Yards of wood, scrap, fodder and fibre carry high fire loads and sit in Annex B's top class. These 8 points come from the codes and Mumbai's schedule.
Do
- Treat a timber or jute yard as high hazard: saw mills and jute presses are G3 sub-category A in Annex B. BIS, SP 7:2026
- Budget for Mumbai's timber fee above 5 m² of storage space, and pay one fee where timber, cane and their articles are kept together. MCGM Schedule M
- Compartment a flammable scrap area inside a building, or keep it 30 m from occupied buildings. BIS, SP 7:2026
- Keep exits within 30 m of any point where hazardous commodities are stored, or 35 m with sprinklers. BIS, SP 7:2026
Don’t
- Don't assume a Mumbai scrap godown is fee-free: the free row ends at 1 m², and the fee starts at Rs 315. MCGM Schedule M
- Don't keep straw or straw goods above 50 kg in Mumbai outside the schedule: the fee then runs by space, from Rs 315. MCGM Schedule M
- Don't stock timber beyond the job at a building site on the Rs 150 flat fee: the Commissioner may charge the full scale. MCGM Schedule M
- Don't run a Goa scrap yard without its NOC: scrap yards are a listed service, decided by a Divisional Officer in 10 days. Goa Gazette 2022
Godown fire safety checklist for a market or depot godown: 12 items
These 12 points come from FCI's depot SOPs, NBCS 2026, West Bengal's licence rules and Mumbai's licence notes. An inspecting officer checks each of them in a godown.
- Keep a current list of goods with quantities: the Annex B class follows what is stored, not what was declared. BIS, SP 7:2026
- Show the fire station's and police station's address and phone at the godown office and in the security register. FCI depot SOPs
- Check every extinguisher each quarter for working order and refilling. FCI depot SOPs
- Hold a fire drill once a year with the local fire station's officer present. FCI depot SOPs
- Put the fire alarm in the depot office, with more in the sheds where the fire officer advises. FCI depot SOPs
- Use only fire equipment of BIS specification. FCI depot SOPs
- Keep exit doors unlocked while anyone is inside, with 2 exits from any storage area over 1,400 m² or with more than 10 people. BIS, SP 7:2026
- No cooking or naked light on premises under a West Bengal fire licence. WB Licence Rules 2004
- Report a change of occupier of a West Bengal licensed premises within 30 days, with a Rs 100 fee. WB Licence Rules 2004
- Renew a West Bengal fire licence in its expiry month, applying at least a month before. WB Licence Rules 2004
- In Mumbai, name every room, shed, loft and godown used for stock on the licence. MCGM Schedule M
- In Mizoram, report a change of possession of a licensed godown within 14 days. Home Department, Mizoram

What Flamekite could not confirm about godown fire rules: 6 gaps
Six questions a godown owner asks that no official text we read on 25 October 2026 answers.
Delhi's MCD issues the General Trade/Storage Licence under section 417, but we did not read its document list, so whether it asks for a fire NOC for a godown is not confirmed. In Kolkata, whether the KMC's Certificate of Enlistment for a godown is tied to the fire licence is also not confirmed.
We found no published fire norms of the Central Warehousing Corporation or the state warehousing corporations; FCI's scale comes from its depot SOPs, which say FCI's standing instructions prevail and which we did not read. Mumbai's rows for hay, rags and waste paper, and its fireworks rows above 500 kg, were not proof-read on the page image and are not given here.
PESO's SOP gives the LE-3 scope as over 5,000 kg; the Rules' rule 2(55) and Schedule IV say up to 5,000 kg, and this page follows the Rules. Which licence a fireworks stock above 5,000 kg takes was not confirmed. The outcomes of the Bhagirath Palace, Attibele and Deesa inquiries were not found in an official record.
Questions about fire NOCs and licences for godowns
Is a fire NOC required for a godown?
- Yes, once it crosses your state's line: above 250 m² of covered area in Delhi and Gujarat, at any size in Goa and Uttar Pradesh, above 500 m² in Lakshadweep. Delhi catches hazardous premises above 100 m², and Mizoram licenses every godown yearly.
What is the hazard class of a godown?
- NBCS 2026 Annex B puts a godown of non-combustible goods in G1 low hazard, a general godown in G2 moderate hazard, and a godown of combustible or flammable goods in G3 high hazard. Paint and varnish storage and water-reactive chemical stores are G3 too.
Does a godown in Mumbai need a licence?
- Yes. Keeping a warehouse is a section 394 trade licensed by the MCGM Licence Department, from Rs 1,910 a year up to 25 m² to a maximum of Rs 63,000, with a Rs 3,000 deposit. Timber above 5 m² and metal scrap above 1 m² carry their own fees.
What licence does a godown need in Delhi?
- A Fire Safety Certificate from the Delhi Fire Service if the godown is over 250 m², or over 100 m² for hazardous goods. The MCD separately issues a General Trade/Storage Licence under section 417 of the DMC Act; an NGT filing shows a lapsed one leading to a sealing notice.
How many fire extinguishers does a grain godown need?
- FCI's depot SOPs scale them by capacity: 3 extinguishers and 15 buckets up to 1,500 MT, rising to 25 extinguishers and 125 buckets above 25,000 MT. Type and placement are fixed with the local fire officer.
Who licenses a firecracker godown?
- A shop holding up to 100 kg of fireworks takes Form LE-5 from the District Magistrate. A store house of up to 5,000 kg held for one's own licensed shops takes Form LE-3 from the Chief Controller or a Controller of Explosives. The state fire NOC is separate.
Does a chemical godown fall under MSIHC rules?
- Yes, once it holds the Schedule 2 quantity as isolated storage, for example 10 t of chlorine or 50 t of flammable gases. It is then a major accident hazard installation with an on-site emergency plan.
How much is the fire licence for a godown in Kolkata?
- West Bengal's fire licence is priced by storage area: Rs 3,000 up to 250 sq ft in a municipal corporation area, Rs 10,000 from 1,000 to 5,000 sq ft, up to Rs 1,00,000 above 25,000 sq ft, renewed every year.
