Fire NOC for PG accommodation: state lines, fees and the fire safety a PG must have

Updated By Flamekite Editorial DeskFacts checked against official sources on

Quick answer

A PG needs a fire NOC where its state draws the line: Rajasthan at 9 m and 250 m², Bengaluru for any PG trade licence. Rajasthan's order of 14 September 2023 names hostels and PGs by name; Bengaluru's licence order of 7 August 2024 asks for fire safety clearance before the licence, whatever the size.

Elsewhere a PG is judged as a lodging or residential building: Delhi at 15 m or 12 m, Telangana above 18 m, Uttar Pradesh over 15 m. Below the line the equipment still applies. On 10 September 2026 the Karnataka High Court made fire safety the primary life-safety test for every Bengaluru PG inspection.

How a PG owner gets fire clearance, step by step

  1. Measure the building the way the rules do

Record the height to the terrace, the gross built-up area on all floors, the number of rooms and the number of beds. Rajasthan reads height and area together; NBC 2016 Table 7 bands lodging by up to 15, 16 to 30 and over 30 rooms.

  2. Find your state's line in its own instrument

Use the state table above, then open the instrument itself. In Rajasthan the 2023 order's Table 1 decides; in Kerala, KMBR rule 5(4); in Delhi, Rule 27 of the 2010 Rules as amended in 2026.

  3. Get the classification in writing where the rule is silent

Delhi's Rule 27 and Karnataka's Act do not name PGs. Ask the fire office, in writing, whether your 4-storey PG is a home or a guest house, and keep the reply with your licence file.

  4. Fit the kit for your size band

Under 15 m, a lodging of up to 15 rooms needs extinguishers and a 5,000 litre terrace tank; at 16 to 30 rooms add a first-aid hose reel and a 450 litre per minute terrace pump; over 30 rooms in more than 2 storeys add a manual fire alarm.

  5. Apply on the state portal with the plan and the photos

Rajasthan runs the fire NOC on LSG Online through SSO, Punjab on firenoc.lgpunjab.gov.in, Chandigarh on the ServicePlus portal. Upload the sanctioned plan: Rajasthan's direction 10 says the NOC does not regularise an unapproved building.

  6. Take the NOC to the licence that depends on it

The BBMP or GBA trade licence in Bengaluru, the Collector's licence for a women's hostel in Tamil Nadu, the Chandigarh Housing Board's PG permission. Each asks for the fire paper before it issues.

  7. Diary the renewal before the term ends

Rajasthan renews every year and wants the online renewal 15 days before expiry; Tamil Nadu's hostel licence wants renewal 3 months ahead; the CHB permission lasts 1 year.

How the fire codes classify a PG: lodging, dormitory or home

No fire code uses the word PG. Its class depends on how rooms are let, and 3 of the 6 residential subdivisions in NBC 2016 can fit a PG.

A-1 Lodging or rooming house (NBC 2016)
Inns, clubs, motels and guest houses with sleeping rooms let to unrelated people. A building letting no room to more than 3 persons is read as an A-2 dwelling instead. BIS, NBC 2016 Part 4
A-2 One or two-family private dwelling
Sleeps not more than 20 persons; above 20 it becomes A-1 or A-4. NBC 2016 Table 7 requires no fire installation for A-2. BIS, NBC 2016 Part 4
A-3 Dormitory
School and college dormitories, hostels and barracks, with beds in shared rooms. Under 15 m Table 7 asks for extinguishers, a first-aid hose reel and a 450 litre per minute terrace pump. Rajasthan UDH
A-I and A-II in NBCS 2026
SP 7:2026 keeps lodging and rooming houses as A-I and dormitories as A-II, and drops the 2016 one or two-family subdivision; a lodging of more than 20 persons is A-I or A-III. BIS, SP 7:2026
Hostel or lodging house (Tamil Nadu)
Section 2(e) of the 2014 Act: any building giving accommodation to women or children or both, with boarding or not. A women's PG falls inside it. TN Hostels Act 2014
Group A lodging (Chandigarh)
MC Chandigarh's Office Order 23 charges a paying guest building as Group A lodging, at Rs 6,615 or Rs 14 per m². MCC Office Order 23

Paras 6.5 and 7 of the 10 September 2026 order: hostels, co-living, boarding houses and service apartments that in substance give PG accommodation are PGs; the operator's label does not decide. Karnataka HC order

Jaipur and Kota PGs: Rajasthan's 9 m and 250 m² line

Rajasthan is the one state Flamekite found that lists PGs by name in its fire NOC table. Its line is 9 m and 250 m²: a hostel or PG needs the NOC at 9 m or more with over 250 m² of gross area, both together.

The joint order of the Urban Development and Housing and Local Self Government departments, No. P.11(9)UDH/2020 Part of 14 September 2023, binds every notified urban area, Jaipur and Kota included. Its Table 1, row 1, lists छात्रावास, पी.जी. (पेइंग गेस्ट): hostel, PG (paying guest). The condition reads 9 m or more तथा (and) gross area more than 250 m². Flamekite read the cell off the page image at 3 times magnification.

The same row sets a looser line for guest houses and dharamshalas: 9 m or more, or more than 500 m² on any floor. Flats and service apartments share the PG line; every other residential building waits until 15 m. So a 3-storey PG of 300 m² crosses the line, and a 3-storey house let to students as rooms of 2 is read as a PG, not as a flat.

Direction 2 ties the NOC to NBC 2016 Table 7, which the order annexes in full, and direction 5 issues the NOC generally every year. A complete application not decided in 30 days is deemed approved under direction 12. In 2026 the Model Building Regulations dropped their NBC references, but the 2023 fire order was still on the UDH list when Flamekite read it.

Bengaluru PG licence condition 7, word for word

BBMP's order of 7 August 2024 attaches 10 conditions to every new and renewed PG trade licence. Condition 7 is about fire, and it has no size limit.

Word for word

7. It must be ensured that the building has fire safety clearance from competent authority before granting of trade licence.

Bruhat Bengaluru Mahanagara Palike, Office of Chief Commissioner order PR/136/2024-25, 7 August 2024, under section 305 of the BBMP Act, 2020 (read off the page image) BBMP PG order

The Karnataka High Court copied the whole order into its daily order of 12 February 2026 and sent the Medical Officer and the ADTP to inspect each petitioner's PG from 18 February 2026, so the text is settled. The other 9 conditions set CCTV with 90 days of footage, 70 sq ft per occupant, 135 litres of water per head per day, an FSSAI licence within 3 months for a mass kitchen, a 24/7 guard, displayed helplines, a first-aid kit and waste segregation. Health officers check compliance once in 6 months, and breaches go under sections 307 and 308. BBMP became the Greater Bengaluru Authority on 15 May 2025; Flamekite found no GBA order replacing these conditions.

Karnataka High Court's PG fire checks of 10 September 2026

In WP 14750/2025 the court listed 12 items of fire checks every PG inspection must verify, gave the authorities 6 weeks for a consolidated protocol, and impleaded the Fire Forces unit as respondent 6.

  • 19.1 The fire-safety clearance or certificate, wherever required Karnataka HC order
  • 19.2 Fire extinguishers, and 19.3 fire alarms Karnataka HC order
  • 19.4 Smoke detectors, and 19.5 emergency lighting Karnataka HC order
  • 19.6 Emergency exits, 19.7 staircases and 19.8 unobstructed evacuation routes Karnataka HC order
  • 19.9 Emergency signage, and 19.10 fire doors wherever applicable Karnataka HC order
  • 19.11 Kitchen and LPG safety, and 19.12 access for fire-service vehicles Karnataka HC order
  • 20 No bed, cupboard, refrigerator, luggage, bicycle or waste in an exit, staircase or evacuation route Karnataka HC order
  • 21 Ten electrical checks, from panels, earthing and circuit protection to overloaded circuits, extension boards and unauthorised wiring Karnataka HC order
  • 24 Gas: an authorised connection, cylinder condition, regulators and hoses, ventilation, safe storage and separation from ignition sources Karnataka HC order
  • 57.7 Every inspection report records the PG's fire-safety status, and 76.8 the status report counts PGs with fire-safety violations Karnataka HC order

Fire equipment a PG building needs by rooms and height

Two official tables set the kit for lodging and dormitories: NBC 2016 Table 7, annexed to Rajasthan's 2023 order, and Maharashtra's Schedule-I of 2023. Neither asks a lodging under 15 m for a fire alarm until it has more than 30 rooms.

Both tables add sprinklers in a basement over 200 m² and, in NBC 2016, 5,000 litres more tank and 450 litres a minute more pump with such a basement (Notes 4 and 6). NBC 2016 Note 3 bars lodging and private dwellings above 15 m. NBC 2016 was withdrawn on 30 April 2026 for SP 7:2026, which is voluntary; Rajasthan's order still annexes the 2016 table.

PG fire NOC fees from official schedules

Six states publish a rate a PG owner can apply directly. Rajasthan charges by area, Punjab a lump sum, Chandigarh a minimum or a rate per m², whichever is higher.

As published

  • Rajasthan, Nagar Nigam (Jaipur, Kota, Jodhpur and other corporations)Rs 2 per sq ft of gross built-up areaRenewal application Rs 10,000 Rajasthan UDH
  • Rajasthan, Nagar ParishadRs 1.50 per sq ftRenewal application Rs 7,500 Rajasthan UDH
  • Rajasthan, Nagar PalikaRs 1 per sq ftRenewal application Rs 5,000 Rajasthan UDH
  • Punjab, hostels and PGs up to 15 m, plot under 1 acreRs 20,000 lump sumProvisional NOC at half; renewal at 50% Local Govt Punjab
  • Chandigarh, PG as Group A lodgingRs 6,615, or Rs 14 per m² if higherCertificate valid 5 years since 6 May 2026 MCC Office Order 23
  • Assam, lodging and rooming houses under 15 mRs 500, Rs 700 or Rs 1,000Up to 15 rooms, 16 to 30, over 30 Assam fee Annexure A
  • Meghalaya, dormitories and hostels (A3)Rs 3 per m²Renewal Rs 500 up to 20 persons, Rs 1,000 above Meghalaya F&ES
  • Tamil Nadu, TNFRS NOC and fire licenceNo fees collectedThe Collector's hostel licence fee is capped at Rs 3,000 by section 5 TNSWP

Flamekite arithmetic: Rs 2 per sq ft is about Rs 21.53 per m². Rajasthan also levies a fire cess at plan approval, Rs 15 per m² up to 15 m since 31 July 2024. Delhi's DFS fee was not found in the sources read; the other states' rates are on the fire NOC fees page.

Seven PG buildings and what the rules make each do

Worked from the instruments above. Each case names the deciding line, so an owner can test a building against it.

  1. Case 1

    A 4-storey PG in Jaipur, 12 m, 300 m² gross

Rooms for 40 students in a Jaipur Municipal Corporation area.

What applies Crosses both tests: 12 m is above 9 m and 300 m² is above 250 m². The fee is 300 m² x 10.7639 = 3,229 sq ft x Rs 2 = about Rs 6,458, then Rs 10,000 at each yearly renewal. Rajasthan UDH

  2. Case 2

    A ground plus 1 PG in Kota, 7 m, 400 m²

Boys' PG near the coaching area, 2 floors.

What applies Below 9 m, so Table 1 does not call for a NOC though the area is above 250 m². Flamekite found no other Rajasthan rule that does. Rajasthan UDH

  3. Case 3

    A G+3 PG in Bengaluru, 13 m

60 beds seeking a GBA trade licence.

What applies Under the Act's 21 m line and the 15 m line on Seva Sindhu, yet condition 7 still wants fire safety clearance before the licence. Which office issues it below 15 m is not published. BBMP PG order

  4. Case 4

    A 4-storey PG in Delhi, 13 m

Rooms on 4 floors in a residential colony.

What applies Read as a home it is under 15 m and 5 storeys; read as a guest house it is at 4 storeys and inside Rule 27. Ask DFS in writing which line applies. DFS

  5. Case 5

    A G+5 hostel in Hyderabad, 17 m

    Working men's hostel in Madhapur.

What applies Below the 18 m lodging line in the 2016 circular, so no section 13 NOC; the Table 7 kit for a dormitory still applies. TSDRFS circular 2016

  6. Case 6

A 600 m² PG in Chandigarh

PG in a Chandigarh Housing Board house.

What applies 600 x Rs 14 = Rs 8,400, above the Rs 6,615 minimum, for a 5-year certificate (since 6 May 2026). CHB's permission then runs 1 year from that certificate's date. MCC Office Order 23

  7. Case 7

    An 800 m² women's hostel in Kochi, 12 m

A2 lodging under the Kerala Municipality Building Rules.

What applies Between 300 m² and 1,000 m² and under 15 m, so an Appendix L self-declaration copied to the fire station, not a NOC. KMBR amendment 2025

Six building facts that change a PG's fire duties

States differ on the NOC, but these 6 facts move a PG into a stricter row of the equipment tables or the licence rules wherever it is.

  1. If The building is taller than 15 m

NBC 2016 Note 3 does not permit lodging there at all, Maharashtra adds a hose reel, down comer, manual alarm and a 25,000 litre tank, and most state NOC lines are crossed. Rajasthan UDH

  2. If It has more than 30 rooms on more than 2 storeys

NBC 2016 Table 7 adds a manual electric fire alarm and doubles the terrace tank to 10,000 litres. Rajasthan UDH

  3. If It has a basement over 200 m²

Sprinklers are required in the basement, and NBC 2016 adds 5,000 litres of tank and 450 litres a minute of pump. MH Act 2023 Schedule-I

  4. If It cooks on LPG for residents

The Bengaluru order bars cylinders from staircases, corridors and sleeping areas, and treats a dangerous LPG installation as a Category I threat to life. Karnataka HC order

  5. If It houses women or children in Tamil Nadu

It needs the Collector's licence under the 2014 Act, valid 3 years, with extinguishers and emergency lighting under section 14. Fire NOC Tamil Nadu TN Hostels Act 2014

  6. If Its licence or permission depends on fire paper

In Bengaluru, Chandigarh and Tamil Nadu the fire step comes first, and the licence or CHB permission follows. CHB PG permission

Bengaluru PG: from plan sanction to the six-monthly check

In Bengaluru a PG passes 5 stages before and after the trade licence. The court orders of 2026 put the plan and fire checks first.

  1. 1. Plan sanction and permitted use

Paras 12 and 13: a sanctioned plan, construction to plan, PG use permitted by zoning, and no unauthorised mezzanine, terrace room or converted parking. Para 14: a trade licence regularises nothing. Karnataka HC order

  2. 2. Fire safety clearance

Condition 7 of the 2024 order: clearance from the competent authority before the trade licence. KSFES issues NOCs only for buildings above 15 m on Seva Sindhu. Seva Sindhu

  3. 3. Trade licence for a fixed number of occupants

Condition 2: not less than 70 sq ft a head, with the licence issued for a set number of occupants. BBMP PG order

  4. 4. Inspection by the Medical Officer and the ADTP

Ordered by the High Court from 18 February 2026 for the petitioners' PGs, checking each of the 10 conditions and the plan. Karnataka HC order

  5. 5. Monitoring every 6 months

Health officers, medical officers and senior health inspectors check each PG once in 6 months; breaches go under sections 307 and 308 of the BBMP Act, 2020. BBMP PG order

Daily PG fire safety: what the official texts require and forbid

These are operating duties, not paperwork. Each line quotes a duty from an Act, licence order or court order in force on 25 October 2026.

Do

  • Keep artificial lighting, emergency lighting and adequate fire extinguishers in good working order (Tamil Nadu Act, s.14(1)(e)). TN Hostels Act 2014
  • Display the BBMP and police helpline numbers and keep a first-aid kit (Bengaluru conditions 8 and 9). BBMP PG order
  • Keep an occupant register with check-in and check-out times and room or bed numbers (High Court para 28), so a roll call is possible in a fire. Karnataka HC order
  • Report a fire or gas leak as a serious incident and preserve the CCTV and records (High Court para 55). Karnataka HC order
  • Keep fire-service vehicle access clear outside the building (High Court paras 19.12 and 48.3). Karnataka HC order

Don’t

  • Don't store kerosene, petrol, spirit or any flammable substance inside the premises (Tamil Nadu Act, s.14(2)(a)). TN Hostels Act 2014
  • Don't keep LPG cylinders in staircases, corridors or sleeping areas (High Court para 25). Karnataka HC order
  • Don't let beds or residents sleep in a corridor, staircase, balcony, terrace or parking area (High Court para 17). Karnataka HC order
  • Don't let waste pile up in staircases, fire exits, electrical rooms or kitchens (High Court para 51). Karnataka HC order
  • Don't admit more occupants than the licence states: 70 sq ft a head in Bengaluru, the licensed number in Tamil Nadu. BBMP PG order

Where PG owners go wrong with fire clearance

Six mistakes the 2026 orders and the Rajasthan text call out. Each costs a licence or a fine.

  • If Treating the trade licence as proof the building is legal

It is not: para 14 of the High Court order says a trade licence does not regularise unauthorised construction, and Rajasthan's direction 10 says the same of the fire NOC. Karnataka HC order

  • If Calling the PG co-living or a service apartment to escape PG rules

Paras 6.5 and 7 of the 2026 order look at the activity, not the label. Apply under the rules for what the building does. Karnataka HC order

  • If Adding a terrace room or closing a parking area for more beds

These are on the court's list for particular attention (para 13), and new rooms can push a lodging into the next Table 7 band. Get plan approval first. Karnataka HC order

  • If Letting a yearly Rajasthan NOC lapse

File the online renewal 15 days before expiry; a late renewal costs Rs 5,000 on top of the renewal fee. Rajasthan UDH

  • If Starting a Chandigarh PG on the strength of the CHB application

The CHB permission counts its 1 year only from the date of the MC Fire Safety Certificate, and names the Chief Fire Officer's NOC among its documents. CHB PG permission

Questions about fire NOC for PG accommodation

Is a fire NOC mandatory for a PG?

It depends on the state and the building. Rajasthan requires it for hostels and PGs at 9 m or more with over 250 m² of gross area, and Bengaluru will not issue a PG trade licence without fire safety clearance. Elsewhere a PG needs it once it crosses the state's lodging or residential line.

How do I get a fire NOC for a PG in Jaipur?

Apply to the Jaipur Municipal Corporation's fire wing on LSG Online through SSO if the PG is 9 m or taller and over 250 m². The fee is Rs 2 per sq ft of gross built-up area, the NOC runs about a year, and renewal costs Rs 10,000.

What fire safety equipment is required in a PG?

Under 15 m, a lodging of up to 15 rooms needs fire extinguishers and a 5,000 litre terrace tank. From 16 rooms add a first-aid hose reel and a 450 litre a minute pump; over 30 rooms on more than 2 storeys, a manual fire alarm too.

Can a PG keep LPG cylinders?

Yes, but not anywhere. The Karnataka High Court bars cylinders from staircases, corridors and sleeping areas, and inspectors check the connection, hoses, regulators and ventilation. Tamil Nadu's hostel law forbids storing kerosene, petrol or spirit inside at all.

How long is a PG fire NOC valid?

Rajasthan issues it generally for 1 year, Chandigarh's Fire Safety Certificate runs 5 years since 6 May 2026, and Delhi's certificate is 5 years for homes and 3 for other buildings until its new regime starts on 20 May 2027.

Who issues the fire clearance for a Bengaluru PG?

The licence order says only the competent authority. KSFES issues NOCs for buildings above 15 m through Seva Sindhu; for a smaller PG no issuing office has been named, so ask the GBA zonal health office in writing.

Does a women's PG in Chennai need a licence?

Yes. The Tamil Nadu Hostels and Homes for Women and Children (Regulation) Act, 2014 requires a Collector's licence for any building lodging women or children, with emergency lighting and fire extinguishers kept in working order.
